The program aimed to record and evaluate the development potential of the Municipality, to formulate and assess complete development programs and redefine the role of the Municipality as the co-ordinator of those programs. The role of the Municipality as a business operator and a co-ordinator of both isolated and collective investment initiatives was examined. The actual capabilities of the Municipality were projected in order for the the deliverables and proposals to be applicable and realistic.

The main goal was the Municipality’s transition from a curresnt case manager to a co-ordinator in the design-application-monitor processes of its respective projects. The development strategy was based on the socio-economic and geographical capabilities of the area. The preliminary analysis and establishment of supporting mechanisms took place by taking into account the non-efficient vast real estate property of the municipality (40 billion drachmas) and its protection and exploitation properties.
